Jesse P. Martinez, who has represented
District 6 since 1997, announced plans to resign due to personal
reasons. The resignation would become effective Nov. 30, 2003.
Consent Agenda:
- The Board accepted the following
consent agenda items as amended*:
- minutes of the regular session
Oct. 14, 2003;
- *the regular personnel list
(resignations, retirements, leaves of absence);
- *acceptance of bids, single
source purchases, agreements and proposals $25,000 and more during
a 12-month period;
- official ballot for election
of members of the board of the Tarrant Appraisal District, casting
its votes for FWISD nominee John Molyneaux;
- waiver of notice requirement
under Texas Tax Code Section 311.003(e) - (Requested by City
of Fort Worth) related to a proposed tax increment financing
(TIF) district associated with the Lancaster Corridor;
- final exam exemption for high
school students with three or less absences in a semester;
- first reading and waiver of
second reading - revisions to Local Board Policy CV, Facilities
Construction;
- procedures to establish the
Facilities Advisory Group;
- acceptance of gift of basketball
backboards, goals and supports for Dunbar High School from the
John F. Clark Company, Inc. in honor of outstanding community
and school leadership by Coach Robert Hughes;
- change orders for Cesar Chavez
Elementary Primary (#1); Westcliff (#27,#28),Bonnie Brae (#1),
and A.M. Pate (#5) elementaries; and J.P. Elder MS (#3) and
Wm. James (#2, new athletic field) middle schools.
The Board also:
- approved a bid for professional
services from Lena Pope Home for the Truancy Prevention Program;
- approved a bid to provide management
and staff support for a number of school/business/community partnerships
with the Fort Worth Chamber of Commerce;
- tabled an item on entrance requirements
and updated plans for Trimble Tech High School;
- reaffirmed its operating procedures;
- approved as amended a change
order of $475,000 extending the services of Total Program Management
(TPM) beyond the contract term of 72 months (Jan. 1,1998, to
Dec. 31, 2003) until the construction is complete;
- approved the district's participation
as a party-plaintiff in litigation regarding the adequacy of
funding for public schools; and
- appointed Louis Alonzo, currently
the executive director for maintenance services at Dallas ISD,
as executive director
of custodial services.

The Board discussed the leasing
of Temple Beth El.
Recognitions:
The Board proclaimed -
- the month of November as American
Indian Heritage Month in the FWISD;
- Nov. 16-22, 2003 as American
Education Week; and
- Nov. 19, 2003, as Educational
Support Professionals Day.
The Board recognized -
- Joel Glenn, chair of Safe City,
and Elizabeth Faeth, executive director, Crime Prevention Resource
Center, and the Safe City organization for creating awareness
of safety issues among FWISD students, and also recognized Safe
City art contest winners Aldo Ponce, McLean MS, and Maria Armenta,
North Side High School.
- Leonard Brasfield and Maudrie
M. Walton ES staff for participation and cooperation in a nationally
televised PBS documentary featuring successful reading instruction.
