CIP Procurement - Vendor Opportunities
The preferred method selected by the Board of Education to procure construction contracts for the Capital Improvement Program is

Another approved procurement method is Job Order Contracting (JOCs) for smaller contracts.
The procurement of Phase 1 started in November 2008 and was completed in December 2009:
- 21 Bid Packages
- Over $125 million in construction dollars
- Opportunities for all Contractors
- 1 BP under $2M
- 10 BPs from $2M - $5M
- 7 BPs from $5M - $10M
- 3 BPs over $10M
The procurement of Phase 2 started in July 2009 and was completed in September 2010:
- 19 Bid Packages
- Over $142 million in construction dollars
- Opportunities for all Contractors
- 1 BP under $2M
- 6 BPs from $2M - $5M
- 6 BPs from $5M - $10M
- 2 BPs from $10M - $15M
- 2 BPs over $20M
The procurement of Phase 3 started in December 2009 and was completed in February 2011:
- 10 Bid Packages
- Over $66 million in construction dollars
- Opportunities for all Contractors
- 4 BPs from $2M - $5M
- 4 BPs from $5M - $10M
- 2 BPs from $10M - $15M
The procurement of Phase 4 started in January 2011 and it's currently complete. One last project is being considered, the renovations of the Young Women’s Leadership Academy at the Tarrant County Education Center. Approved by the Board of Education in January, this project should bid in the spring of 2013:

- 18 Renovation bid packages
- 1 Multiple Track resurfacing bid package
- 1 Addition/Renovation bid package
- Over $90 million in construction dollars

Procurement Summary
The procurement of the original CIP scope was completed in February 2011. This marked a major milestone for the Capital Improvement Program.
As savings were realized, and with Board approval, new bid packages were developed by reallocating saved funds to new projects in order to continue the effort of bringing equity to the entire district. This second procurement effort was completed in December 2012.
The CIP team appreciates the support of general contractors throughout the Fort Worth/Dallas Metroplex, who maintained the interest and continued to bid the CIP work during the past four years. The partnership among the district, program manager, architects and contractors ensure the success of the best value procurement method and resulted in outstanding projects for the benefit of the students of the Fort Worth Independent School District. | |

CIP Bidding Strategy
All phases of the 2007 Capital Improvement Program (CIP) have been procured, including the original phases (Phases 1, 1A, 2, 2A and 3) and the added phases funded by savings (Phases 3A, 4 and 4A).

Bid Previews
One effective way of publicizing the upcoming procurement of bid phases has been the Bid Previews. Conducted at the Wilkerson-Greines Activity Center, the bid previews provided opportunities to the construction community to meet the CIP leadership, program managers and architects; and to learn early on about the projects. In addition, the bid previews fostered communications among sub-contractors, vendors and general contractors interested in teaming or developing new relationships.
The Bid Preview events were conducted as follows:
- October 2008 (prior to the start of Phase 1)
- February 2009 (prior to the start of Phase 2)
- September 2009 (prior to the start of Phase 3)
Proposal Tabulation
The Proposal Tabulation Forms for each Bid Package are posted within 72 hours of the Proposal Opening.
Under the procurement method approved by the Board of Education the base price accounts for 40% of a firm’s overall score.
